There was another tragic fire in downtown Osceola week before last. 

 

Conference to focus on farmers markets
    Developing financially sustainable farmers markets in Arkansas communities will be the focus of a conference, Feb. 6-7, in Fayetteville.
    The Farmers' Markets as a Community Collaboration conference will be held in conjunction with the annual meeting of the Arkansas Farmers Market Association at the Cosmopolitan Hotel.
    The early registration fee is $20 for both days, increasing to $30 after Jan. 16.
    The University of Arkansas System's Division of Agriculture and the National Center for Appropriate Technology-ATTRA are coordinating the conference.

ICMA Offers Public Library Innovation Grants

 

 Deadline: January 9, 2009

 

 ICMA (http://www.icma.org/ ), the professional and educational organization for chief appointed managers, administrators, and assistants in cities, towns, counties, and regional entities, invites local governments to apply for an ICMA Public Library Innovation Grant.

 

The grants will focus on using the public library as a vital tool in addressing community priorities and issues, and will be anchored by a partnership between the office of the chief administrative officer (city, county, or town manager) and the public library.

The grant program will provide a series of leadership workshops and project coaching to ensure the short-term success of the project and secure support for the long-term use of libraries in addressing community goals.

 

Grant applications must be submitted by the local government manager's office or the highest appointed local government official with broad oversight of the local government. ICMA membership is not a requirement for the grant.

 

ICMA will provide eight to twelve grants ranging from $20,000 to $60,000 each. Grants are for a period of eighteen months.

JustDoOne.org Invites Sustainable Living Ideas

 

Deadline: March 1, 2009

 

JustDoOne.org ( http://www.justdoone.org/ ), an online community  for sustainable living, has issued a global call for personal  green solutions. The Just Do One organization invites ideas for more sustainable living summarized in short YouTube-style videos.

The organization will share the entries online, and the best video entry, as judged by an expert panel, will win $5,000.

 

Video entries may be up to three minutes in length. Entries will be accepted from January 1 to March 1, 2009. Winners will be announced April 1, 2009, in time for media coverage leading up to Earth Day.

Landfill Weekly DHR 12-29-2008

                 WEEKLY Department Head Meeting 

   Department: Helena West Helena Regional Landfill

 Specific Weekly Activities: 

 Employees Tommy and Larry come in at 6:30am to start equipment and                           do daily maintenance; Donna comes in at 7:00am and turns on computer.

 Terry arrives at 8:00am and checks his equipment and starts hauling dirt.

 Once Larry has the working face and road ready he lets Donna start sending trucks down. Donna weighs the trucks and sends the trucks to the cell. Once the truck has emptied the driver returns and is weighed. Mary prints a ticket and the driver comes in and signs the ticket, the driver receives a copy. Each truck goes through this process each time. Donna also does random inspections on a daily basis. As the waste is placed in the cell the process of compacting begins. We start lunches at 10:00 am and go thru 12:00. After lunch Terry begins placing dirt around the working face so we can cover. Trucks are allowed to enter landfill until 3:30pm. After the last truck is weighed out Mary begins adding tickets and balancing with the computer and printing reports.

 Donna is usually finished by 4:00pm. After the last truck leaves the process of finishing compacting and covering begin. This normally takes about one and half hours. Each day someone checks the leechate pumps and tanks. We have part time help to take care of litter, grass, office, scales, and other task. We maintain a daily maintenance log on all equipment and make sure hourly maintenance is maintained.

We work during all weather conditions and wet weather adds to the over time. Most weather damage repair is done on Sat. 
 

 Future Activities: 

  1. Work on drainage.
  2. Build clean-out pad.
  3. Seed bare spots on west side of closed cell.
  4. Building road for wet weather area.
  5. Check cost for leechate line.
  6. Working on waste stream report.
  7. Quarterly gas report.
  8. Working on 2008 and 2009 budgets.
 Activities Completed: 
 
  1. ADEQ inspection on Nov. 20, 2008. Zero violations.
  2. Regular maintenance on Volvo and Dozers completed.
  3. Fire plug moved and water connected.
  4. Watering for seeded area complete.
  5. Report from PI completed.
  6. Weather road completed.
  7. Patched holes in front of scales.
  8. Training complete on heavy equip.
  9. Quarterly gas monitoring completed.

2008 BUDGET EXTENSION PASSED UNANIMOUSLY

Today, our city council met at Twelve O'clock Noon to address one agenda item: Resolution 22-2008. Here's a copy of that item: Resolution 22-2008. After a short discussion, the 9 members present voted 9-0 in favor of extending the current budget for a time period sufficient to provide the new council an opportunity to pass a budget for 2009. A new budget must be in place prior to February 1, 2009 or the city will be out of compliance with state law.

We should be proud of our city council for taking this important step in keeping city services functional. All city services will continue without interruption.

There is a holiday schedule in place for various departments. Those schedules have been published already.
