Helena West Helena City Council Meets in Regular Session

The City Council of the City of Helena-West Helena, Arkansas met in regular session on Tuesday, August 19, 2008 for its second regular meeting of the month. The session lasted about one hour and dealt with the following matters:


Amended Budget

The council took no action on the Amended Budget as it was not presented.

Resolutions Election(s) (Election Commission Date of Election Set as: _________)

The election date for the mixed drink sales is yet to be determined.

Cell Tower Update-David McGee:

The council voted to approved the new proposal presented by Mr. McGee an agent for Tower Ventures. This new proposal will pay the city additional monies as tenants are added to the tower. This tower will be built on Reservoir Hill in the area where the Army Corps of Engineers has a tower. The Army Corps of Engineers was paying the city $275.00 per year for the tower site. This new cellular tower will pay $600.00 per month for the first tenant: T-Mobile. The second tenant will pay $150.00 per month and the 3rd and 4th tenants will pay $250.00 per month. This proposal brings the potential revenue up to $1,250.00 per month at capacity and $600.00 per month at a minimum.

Competitive Bidding Ordinances (Request for Bids Published 8/9/08)(Announcement Re: Bids):

Travel Ordinances:
The travel ordinance was not presented. It will likely be presented on September 2, 2008. The travel ordinance is geared to structure our travel reimbursement in such a fashion that is satisfactory to the auditors and workable for our employees.

Retirement Ordinances:

The City Council did adopt a Retirement Ordinance which effectively granted retirement to our city clerk in conformity with Arkansas law. To read the text of the ordinance go to Retirement Ordinance.

Spay and Neuter Program Request (Jay Hollowell)/Humane Society of the Delta:

Jay Hollowell and Gloria Higginbotham presented the facts surrounding an upcoming Spay Clinic to be held here in town. They reported that the Humane Society of the Delta has received a grant in the amount of $10,000.00 to Spay cats and dogs. The process will require participants to pay the first $35.00 of the costs to spay the animal and the grant funds will cover the remaining amount. The city council did vote to allocate $2,500.00 that would assist with the cost of the bringing in and housing vets from other areas to participate in the spay clinic.

Congratulations to the Humane Society of the Delta on receiving the $10,000.00 grants. We certainly wish them the best as they continue to work on animal control and care issues that impact our community.

Occupational Licenses Fee Structure -- Sandi
This item is being developed by the City Clerk and will be presented by the end of the year. Occupational License fees are likely to increase.

Blues Fest Public Meeting Re-Scheduled Date TBA
Contact Rayne Gordon for more information on the Blues Festival meeting which was cancelled or postponed last week.

Planning Commission Meeting Set for 8/20/08:
The planning commission will meet 8-20-2008. This meeting was rescheduled because the Blues Festival Meeting was scheduled for the same time and place as its regular meeting was last week. Upon receipt of an agenda, I will post it on my blog at
