Mayor James F. Valley is joined by Mayor Carl Redus, Pine Blufff; Mayor Robert Taylor, Marianna; Mayor Bobby Hardrick, Madison and Mayor Gordon McCoy, Forrest City; at the NCBM 2009 Legislative Policy Summit which was held March 17, 2009 at the U. S. Capitol. Many public officials and staff attended the summit and spoke the mayors representing more than 40 million residents in the United States of America. As shown in the photos, Rep. Clyburn of South Carolina, Rep. Conyears of Michigan, Rep. Lee of Texas and Rep. Waters of California were in attendance.

The Arkansas contingent of mayors had an opportunity to meet with Congressman Marion Berry as well as Senator Mary Pryor and Senator Blanche L.Lincoln. These meetings were productive and provided guidance to the mayors as to stimulus funding and qualifying for receipt of the same. Some of the immediate things happening with the stimulus is the extended unemployment benefits, the COPS programs for additional police officers and the Department of Labor's Initiative to spur a doubling or tripling of the summer jobs available for youth.
