Special Response Team

Weekly Report

April 4 – April 10, 2009

1.       Sgt. Bivens met with Marvel Police Department Interim Chief Bennie Daniels to discuss possible mutual aid between Helena West Helena and Marvel. Chief Daniels is interested in being on the Team with us and he stated that he would make call outs with us and would like to train with us. This is still in the discussion stage.

2.      Colonel Fred Fielder, Cpl. Dennis Cox, Pfc. Mikal Hall and Sgt. Tommy Bivens made a house call to a residence on North 6th street this week looking for Keith Moore to serve Felony warrants for aggravated robbery charges in the robbery of the Circle N Station. Mr. Moore was not there, the residence was searched after consent was given by the home owner.

3.      We have been notified that the paper work at Red River Armory has been finalized on our Humm Vees and preparations are being made to pick them up on Tuesday April 14, 2009. We are still going to use the County's truck and driver to haul them.

4.      This week 7 officers have turned in their applications for becoming an SRT member. These 7 officers will start classroom training this coming week.

5.      Upon approval Sgt. Bivens along with Cpl. Cox will be attending a Basic Tactical Team Skills class taught at the LETA at Pocahontas June 1-5, 2009.

6.      Sgt. Bivens, Capt. Vann, and Sgt. Thomas will be leaving for the ILEETA training in Chicago the week of April 19-26, 2009.

Wants and Needs:

a.       Telephone and answering machine for the temporary SRT office on Cherry Street. A telephone and answering machine is needed to set up a possible tip line for anonymous informants to leave messages on.

b.      Possibly a new cell phone with e-mail capability for Sgt. Bivens to receive messages with.

c.       When the S.R.T. starts training we will need more ammunition for pistols, shotguns and rifles. We will also need to start training with less lethal munitions. This will require purchasing these munitions from ALS Technologies in Bull Shoals, Ar.

Future plans:

1.      Meet with the Street and Sanitation workers the week of April 13 – 17, 2009,to discuss how they can help in our efforts to fight crime. They are out all hours of the day and no-one pays any attention to their activities as they work in the streets. It is possible they have already seen some criminal activity and don't know who they can talk to.

2.      Set up a tip line on answering machine as to be able to receive calls from informants that want to remain anonymous but have information that needs to be known so it can be acted on.

3.      Start weekly training sessions with the Team members, starting the week of April13, 2009.

4.      Start drug interdiction in our neighborhoods as soon as Team members are ready and have some training behind them.
