Weekly Report

April 27 – May 1, 2009


1.      Sgt. Bivens returned from training in Chicago. Sgt. Bivens is now compiling classes to start training SRT members the week of May 4, 2009. The first class will be on the subject of Active Shooters. This class will be given to all patrol officers as they will be the first to respond to such an incident.

2.      Sgt. Bivens worked with Cid officers and patrol investigating the break-in at Massina's. This joint effort resulted in the arrest of a suspect in the break-in within the same day.

3.      Sgt. Bivens worked security for District Court Friday, 01 May, 2009.

4.      Work on our newly obtained HummVees will begin the week of May 4, 2009. These vehicles should be up and running by the end of May.

Wants and Needs:

a.       Telephone and answering machine for the temporary SRT office on Cherry Street. A telephone and answering machine is needed to set up a possible tip line for anonymous informants to leave messages on.

b.      Possibly a new cell phone with e-mail capability for Sgt. Bivens to receive messages with.

c.       When the S.R.T. starts training we will need more ammunition for pistols, shotguns and rifles. We will also need to start training with less lethal munitions. This will require purchasing these munitions from ALS Technologies in Bull Shoals, Ar.




Future plans:

1.      Meeting  with the Street and Sanitation workers will be Monday May 4, 2009, at 8:00 discuss how they can help in our efforts to fight crime. They are out all hours of the day and no-one pays any attention to their activities as they work in the streets. It is possible they have already seen some criminal activity and don't know who they can talk to. Sgt. Bivens also has talked to Becky Fratesi with the West Helena Housing and has met with their maintenance crew for the same discussions.

2.      Set up a tip line on answering machine as to be able to receive calls from informants that want to remain anonymous but have information that needs to be known so it can be acted on.

3.      Start weekly training sessions with the Team members, starting the week of May 4, 2009.

4.      Start drug interdiction in our neighborhoods as soon as Team members are ready and have some training behind them.
