Bids -- City Attorney Says Reject All and Re-Bid (Police Vehicle Repairs)

Dear Ms. Flowers, Colonel Fielder and Mrs. Ramsey:
 
I have spoken with the City Attorney about the police department vehicle repairs. His advice, which I will follow, is to reject all bids. The problem are as follows:
 
Vern Felix submitted the only timely and sealed bid. However, his bid was improper in that it lacked sufficient detail to ascertain the exact or near exact repair work to be done.
 
King's Collision was timely and detailed but was not sealed as required.
 
M & M was detailed and sealed but was submitted at 1:16 p.m. or after the 1:00 p.m. cut off time.
 
The city attorney says this will avoid any potential litigation on a number of fronts. I will get with you soon on the specifics of the bid.
 
I really hate this in light of the number of cars that are down for repairs. However, we must go forward in this manner.
