As of today, April 2,  participation rate for Phillips County is 40%
and for Helena-West Helena it is 43%.   The National participation
rate is 54%, while the State of Arkansas' participation rate is 52%.
We trail the national participation rate by 11%. Please take a few
moments to review the following 14 points.  And please try to get
everyone you know to complete the Census Form.  The final number will
affect everything from city jobs to grant funding to businesses
looking to locate here. - the list goes on and on.  It it critical
that everyone files their Census form.

1.      Everyone in the United States must be \counted in the 2010 Census.
2.      This includes people of all ages, races, ethnic groups, citizens
and noncitizens.
3.      Census data are used to reapportion \congressional seats to states
and assure proper district representation.
4.      The 2010 Census is easy, important and \safe, and your
participation is vital.
5.      It's easy: The 2010 Census form is ••one of the shortest census
forms in history and takes about 10 minutes to complete.
6.      It's important: Census data directly ••affect how more than $400
billion per year in federal funding is distributed to tribal, state
       and local governments.
7.      Census data guide local planning decisions, including where to
provide additional social services, establish child-care and
       senior centers, and build new roads, hospitals, schools and
job training and community centers.
8.      It's safe: By law, the Census Bureau ••cannot share respondents'
answers with anyone, including other federal agencies and
       law enforcement entities.
9.      All Census Bureau employees take an oath of nondisclosure and are
sworn for life to protect the confidentiality of the data.
10.     The penalty for unlawful disclosure is a fine of up to $250,000 or
imprisonment of up to five years, or both.
11.     Every household in the United States should complete its census
form upon receipt.
12.     Responding immediately to the 2010 Census form is the most
efficient way to complete the census.
13.     Responses to the census form ••should include everyone living at
that address.
14.     Census workers will visit households ••that do not return the
forms to take a count in person.
