Brickeys Unit Guard Stabbed to Death by Convicted Murderer

BRICKEY, LEE COUNTY, AR -- The Arkansas Democrat Gazette is reporting that Sgt. Barbara Easter was stabbed to death today by a convicted murderer at the East Arkansas Regional Unit of the Arkansas Department of Corrections. She entered the cell to investigate whether the inmate had an unauthorized pair of shoes.

Easter, who as stabbed in the side, abdomen and chest around 12:30 p.m., died around 3:00 p.m. at a Memphis Hospital which is about 40 miles northeast of the unit. Sgt. Easter was 12 year veteran with the department.

The prisoner accused of stabbing Easter was moved to the state's maximum security unit at Varner. Neither the inmate's name nor gender was released.

NBA owners and players have reached a tentative agreement to end the lockout, the Associated Press reports.

According to the AP, Commissioner David Stern says the two sides have reached a "tentative understanding that is subject to a variety of approvals and very complex machinations."

He said: "We're optimistic that will all come to pass and that the NBA season will begin Dec. 25."

KATV has confirmed that there has been a significant number of indictments arrests being made in the Helena-West Helena area. There will be a press conference today at 2 p.m. at the Phillips Community College of the University of Arkansas Fine Arts Center, Community Room.

Several different law enforcement agencies including the United States Attorney, FBI, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, Internal Revenue Service and the Arkansas State Police are all involved.

With support from Dr Pepper Snapple Group, KaBOOM! is awarding grants of $750 to communities that wish to make their playgrounds cleaner, safer, and more inviting.

Let's Play Spruce grants are designed to reward communities that have maintained and "spruced up" their playspaces since their playground build. Communities must demonstrate that they have maintained their playspace and have led an improvement project in the last sixty days.

After a quick rise in the race for the Republican presidential nomination, Texas Gov. Rick Perry has experienced an almost equally dramatic decline, losing roughly half his support over the past month, according to a new Washington Post-ABC News poll.

Perry's slide, which comes after several uneven performances in candidate debates, has allowed former Massachusetts Gov. Mitt Romney to resurface atop the GOP field. But the most direct beneficiary of the disenchantment with Perry is businessman Herman Cain, who is now tied for second place.

Senate leaders announced a bipartisan agreement Monday evening that would keep government agencies funded until Nov. 18, potentially ending a contentious dispute on how to pay for disaster funds. The Senate is expected to approve its version of the temporary spending bill Monday evening.

The House is likely to approve a very brief extension of funding by a voice vote later this week and, when it returns to session next week, hold a vote on the stop-gap bill funding the government till Nov. 18.

The Census Bureau reports the number of Americans in poverty jumped to 15.1 percent in 2010, a 27-year high. About 46.2 million people, or nearly 1 in 6, were in poverty. That's up from 43.6 million, or 14.3 percent, in 2009. It was the highest level since 1983.

The number of people lacking health insurance increased to 49.9 million, a new high after revisions were made to 2009 figures. Losses were due mostly to working-age Americans who lost employer-provided insurance in the weak economy.

Murder in Ponderosa Trailer Park in Phillips County, Arkansas

We have reports that the Phillips County Sheriff Department is investigating a killing in the county. The incident happened in the Ponderosa Trailer park community just behind Wonder Bread House located on Highway 49 West at the edge of the Helena-West Helena City limits. This matter is still under investigation, however, Shannon Barnes, a 29 year old white male, who was born on September 30, 1981 and died early this morning of a gunshot wound to the left side of the head.

The Phillips County Sheriff's Department has not released the name(s) of any suspect(s). However, such a report is received, we will update you.

You have requested my opinion on a number of questions concerning the
City of Helena-West Helena and its budget situation. It has come to my
attention, however, that a lawsuit has been filed on the subject matter
of your request: Pride, et al. v. Willis, et al., CV-2011-42 (Circuit
Court of Phillips County, Arkansas, Civil Division, complaint filed
February 8, 2011).

I have a statutory duty to render my opinion to legislators,
prosecuting attorneys, and other state officials on certain matters of
state law.[1] But my office follows a long-standing policy against
issuing opinions on matters that are the subject of litigation.[2] This
is in recognition of the judiciary's independent constitutional role. It
has long been the policy of the Attorney General, as an office in the
executive branch of government, to refrain from rendering opinions on
matters that are pending before the courts for determination.[3]

I must therefore respectfully decline to issue an opinion in this
instance. Your questions relate directly to the legal issues before the
court. The questions must be resolved in that judicial forum. Any
opinion from my office would amount to executive comment on matters that
are properly before a judicial body.

A jury has ruled that De Aunta Farrow pointed a gun at two West Memphis officers before one shot and killed him and therefore there is no liability on behalf of the officers.

It turned out the gun Farrow had was a toy.

Farrow's relatives and those of his cousin, Unseld Nance, Jr., were seeking $250 million for the June 2007 shooting death of De Aunta Farrow.

Laquanta Henry Shot & Killed, Police Investigating

Helena-West Helena --- While many were tucked away for a night's rest, a young lady in lost her life in what are apparently senseless circumstances. During the early morning hours today, a young Helena-West Helena resident was shot in the head and from that injury, she has died. Ms. Laquanta Henry, a single amputee below the knee, was pronounced dead by Mr. Eugene Handley, Phillips County Deputy Coroner, between 2:00 and 4:00 a.m. in the area of Administration Avenue and Perry Street extended. Ms. Henry's age was not released to us. But officials believed her to be in her early 20's.

There are several stories circulating as to how this death occurred. Questions include where did the crime occur and who may have pulled the trigger among other questions. The Helena-West Helena Police Department is investigating. Detective Michael B. Thomas is leading the Criminal Investigation Division's inquiry. Detective Sergeant Dennis Cox confirmed that there are several "theories." He cautioned that the purpose of the investigation was to get to the bottom of the crime and for the police to learn what has happened and bring any wrongdoers to justice. Reached by telephone, Police Chief Ray Price said that the police are "working on the case." He was informed of the incident around 3:00 a.m.

We have not been provided any family information on Ms. Henry other than her mother is Katherine Henry and she lives in the area where the coroner's pronouncement was made.

[Blogger's Note: I submitted this letter to Mr. Joe St. Columbia yesterday. I thought that he might respond in some way. Perhaps he would refute alleged facts. If this post makes it to publication, then I have not heard from Mr. St. Columbia at all.]

Dear Mr. St. Columbia:

You and I have had many differences over the last few years. It pains me to be in the position I now occupy, however, I must ask that you resign your office as a member of the Helena-West Helena City Council for the good of the entire community.

Our mayor, Honorable Arnell Willis, has buried his head in the sand rather than exhibiting true leadership in this instance. Your "Monkeys Run the Zoo" email, which is one of many of its nature, has earned you a spot at the house. You should go in peace, honor and dignity. Your resignation letter can say that you do not want to be a detraction to the progress of this community. You can blame me and make bad remarks about me if you feel that will help.

Here is one of the best reasons for you to seriously consider resignation:

Bettye and Dick Hendrix;
John King;
John King, Jr.;
Sybil Beasley;
Billie Jo Moore;
Charles Garrison;
Dennis Delk;
Dick & Dawna Parker;
Randy Hogan -Editor of the Daily World;
Joe St Columbia Jr.;
Joe Grubbs,
Larry Delk;
Lois Madonia;
Otis Howe;
Richard Hargraves; and
Tommy Hunt.

As best my memory tells me, all of these people are white except Mr. Tommy Hunt. You can correct me if I am wrong in that regard.

These people, good citizens and participants in community events, have been dragged into this mess by you forwarding the email to them. They did not ask for the email and do not want to be painted with the brush you have brought to the table on this issue. These citizens, like many others, only want what is best for the entire community.

Surely, you do not want to sully the good name and reputation of Dick and Bettye Hendrix who have altruistically given lots of money to community wide causes that have and will continue to help all people irrespective of their backgrounds. Furthermore, the Hendrix family has earned many accolades to their credit in a number of areas. Undoubtedly, you do not want to sully the reputation of others who are business owners and are dependent upon all customers to make their businesses work. Certainly, you do not want to drag the newspaper into this mess, since the editor received the email and did nothing.

Former President Ronald Reagan said this:

I know in my heart that man is good. That what is right will always eventually triumph. And there's purpose and worth to each and every life.

He also said this:
"...I know it's hard when you're up to your armpits in alligators to remember you came here to drain the swamp."

Martin Luther King said this:

"On some positions, Cowardice asks the question, "Is it safe?" Expediency asks the question, "Is it politic?" And Vanity comes along and asks the question, "Is it popular?" But Conscience asks the question "Is it right?" And there comes a time when one must take a position that is neither safe, nor politic, nor popular, but he must do it because Conscience tells him it is right."

Finally, Joe, Rosalyn Carter, former First Lady of the United States, said this:

"A leader takes people where they want to go. A great leader takes people where they don't necessarily want to go but ought to be."

I know that you have a conscience and it is telling you that this whole email scandal is wrong. Your actions, past, present and future, are the gauge here. You and only you have the power to change the equation by subtracting yourself and your remarks from the discourse. You have the power to take this community where it ought to be.

This city ought to be moving in an different direction. The mayor needs to focus on that goal. The mayor should not have to defend his supporters. This takes valuable time and effort from the mayor as he works to build a better community and to right the things he believes to be wrong in city government.

You cannot and should not allow yourself to be a distraction from the mayor's ability to move the city in the direction that he feels is best for this community. Grants, continuing restoration of parks, first class golf course, well maintained (paved) streets, effective (and crime reducing) police officers, avoidance of unnecessary litigation (and the costs therewith), jobs, economic development, effective schools, summer youth programs, homeless shelter, animal shelter, expanding Helena Bridge to four (4) lanes, adding festivals to our community, and many other items need the mayor's undivided attention.

He cannot concentrate on his agenda, if he must first defend you. Mayor Arnell Willis needs an effective and competent management team, helpful and effective elected officials, a cooperative, understanding and reasonable city council and informed and empowered group of citizens in order to make city government work for all of us.

Believe it or not, I am merely a private citizen with experience from serving on the Martin Luther King Commission, Phillips County Quorum Court and as mayor of the newly consolidated city. I want our city to be better and better as the years go by. I want us to stop losing citizens. I want our test scores to increase in our schools. I want our citizens to get the best bang for their tax dollars in every way. I refuse to stand in the way of progress.

It is my hope that you will consider these words and the words of leaders from many different backgrounds and put yourself second and the community first as you consider this request for your resignation. The time has come. Mr. St. Columbia, you should go.

As you prepare to go, you should speak with Mayor Arnell Willis about possible replacements to be submitted for vote by the council. Ward 2 has only one Joe St. Columbia, Sr. However, there are, I believe, many good people over there who are willing and able to work with Mayor Willis in your stead.

You do not have to consider this permanent. You can seek the post in 2012 and if the people of Ward 2 send you back, nobody will be able to say a word. These emails will be behind you. You will have had time to redeem yourself and Mayor Willis will be glad to see you assist him for two (2) more years.

Mr. St. Columbia, the question for you is not do you believe that you are racist or some other bad characterization. The question is do you believe that your actions (no matter the spin on them) are a distraction to the mayor's ability to govern? Are they of the nature about which reasonable people can disagree? Are these remarks and these forwarded emails the best foot forward for the people that you represent? Would either one of the people named above be willing to sign off on these emails saying that it is okay to do what you have done?

After claiming your innocence on the "Monkeys running the Zoo" email, Mr. St. Columbia, I remind you that you have sent an email describing a black family as scheming the government. You did not mention race but you included a picture. You reference the family as "they." You have also sent an email which depicts two (2) young black boys or young men and has a caption that reads in Honor of Black History Month and states:
"It's not our fault that we can't get jobs. It's the white man that is holding us back."

The picture comes from a website called ChimpOut.Com. (http://www.chimpout.com). This website is racist pure and simple. There is no way on Earth that the people named above will publicly agree with you on this. This website has awful, I mean horrible language and photos on it. It is just incredible. The cites calls Malcolm X gay and accuses him of having a white male lover. The site has users with the user name StinkyNigs and N*****s R Monkeys and MassaWhitey. I don't know which name, if any, is yours. I do know that your disparaging picture came from that website because the watermark shows chimpout.com in the lower right hand corner. I had never heard of this website prior to seeing your "Honoring Black History" email. See St. Columbia Honors Black History Month.

If the people you sent this email to agree with you on this, then we are totally lost as a community.

Peter Stevenson, Associated Press Writer, states, "the wireless industry is planning a future without them [towers], or at least without many more of them. Instead, it's looking at much smaller antennas, some tiny enough to hold in a hand. These could be placed on lampposts, utility poles and buildings — virtually anywhere with electrical and network connections."

4 Shot at Local Conoco

Four young men were shot early this morning while at the local 24 hour gas station. The shooting allegedly occurred between 3:00 am and 4:00 am. Apparently there was a verbal issue inside the store that was settled on the parking lot with pistols.

The names of the actors and victims have yet to be released by HWHPD. The matter is being investigated.

Two of the victims were transported to Memphis. The other two were transported to Little Rock.

When more details are released, this article will be updated.

My Continuing Endorsement of the Animal Shelter Plan for Phillips County, Arkansas

Dear City Council Members,

I received a call on Friday from Doug Friedlander from the Chamber of Commerce, who has been working with a countywide coalition of elected officials (of which I was previously a part and in which capacity Mayor Willis now participates) that have put together a proposal for a countywide animal control effort that I believe is on the agenda for this tonight's meeting.

I understand that one of the proposals is to for Helena-West Helena to pay its share of the dues necessary to operate the facility through an in-kind provision of staff and equipment. This is a proposal that I made while Mayor and which I still endorse.

I have also been told that some of the partners in this proposal will be hosting an information session and reception to answer your questions prior to the council meeting at 5:15pm this Tuesday in the district court room next door the council chamber. I hope you are able to make time to attend that session to have your questions answered. Either way, this is a worthy project and I hope you will give it due consideration when it comes before you on tonight.

Mayor Willis Terminates 6 More Employees

According to sources close to city hall and various affected employees, the six people named below were relieved of their respective duties with the City of Helena-West Helena, Arkansas today. The reason for their separation was spelled out in a letter presented to them by Marilyn Kountz, Administrative Assistant to Mayor Willis, who was escort by Captain Elijah Petty who provided her with a security detail.

Here's the text of the letter submitted to each employment. The employees each received similar letters.

Those receiving separation letters were:

Ms. Belinda Davis Covington;
Ms. Renita Danley;
Mr. John Huff;
Ms. Tracey Williams Davis;
Ms. Zellie Jackson Word; and
Ms. Clanecia Jackson.

Following termination, an employee may file an appeal according to the city's employee handbook. Here's the language from the handbook:

6.13 DISCIPLINARY ACTION

Should an employee's performance, work habits, overall attitude, conduct or demeanor become unsatisfactory including, but not limited to, violations listed in this Handbook, or any other City policy, rule or regulation, directive or ideal, the employee may be subject to disciplinary action up to and including dismissal.

Disciplinary action may include, but is not limited to:

WARNING OR REPRIMAND. A warning or reprimand is action used to alert the employee that his or her performance is not satisfactory or to call attention to the employee's violation of employment rules and/or regulations. City employees may be officially reprimanded orally or in writing.

SUSPENSION. Suspension involves the removal of an employee from his or her job. An employee may be suspended with or without pay.

DEMOTION. A demotion is an action that places the employee in a position of less responsibility and less pay.

TERMINATION. This type of disciplinary action is a removal of an employee from city employment.

6.14 PROCEDURE FOR REVIEW OF DISCIPLINARY ACTION

After disciplinary action has been approved by the Department Head and the Mayor, employees shall be granted the option to appeal certain disciplinary actions. The actions which are subject to appeal are as follows:

1. Suspensions three (3) days or longer without pay;

2. Failure to Promote;

3. Demotion; or

4. Termination

In order to appeal a decision, the employee is required to submit a letter to the Mayor's Office requesting to appeal the disciplinary action. The appeal letter must be received by the Mayor's office within 10 days after the date on which the disciplinary action is formally taken. The disciplinary action is formally taken on the date on which the Mayor's Office approves the disciplinary action. The Mayor's office will mail a notice to the employee's regular address via regular mail informing the employee of the date of the action taken and the deadline for the appeal of said action.

This optional appeal process in no way waives the City's at-will employment status with the employee.

The City Council after conducting an appeal hearing on the matter will either sustain or overrule the decision made by the Department Head and the Mayor. To overrule the decision the City Council will need the vote of at least two-thirds (2/3) of the whole number of council members. If the council fails to overrule the decision, then the decision is sustained and becomes final at that point. If the council overrules the decision, then the council may alter the decision in whatever lawful fashion it decides.

Robbery at Wal*Mart 714?

There was an event at the Wal*Mart Store #714 on Sheila Street, Helena-West Helena, Arkansas which involved thieves looting the store for its cash on hand. This event took place late Saturday night or early Sunday morning, according to our reports. The amount, believed to be several thousand dollars, has not been disclosed. No one was injured in the event which has been described as a quick occurrence and not a strong arm robbery.

The Helena West Helena Police Department is investigating. As information is made public, we will update this story.

The Helena West Helena School Board has rescheduled a meeting. Because of the inclement weather which caused the schools to be closed on Monday and Tuesday, the district did not meet on Monday night. Instead the board will meet tonight. According to the district's website (HWHSD), the meeting begins at 6:00 p.m. tonight.

Barges Strike Helena Bridge over Mississippi River Causing Temporary Shutdown

At approximately 2:50 p.m. this afternoon, barges strike the Helena

River Bridge near the Isle of Capri Casino between Lula, Mississippi

and Helena-West Helena, Arkansas. No major damage was reported.

The bridge was closed to through traffic until it could be checked out.

Inspectors were called to the scene and after performing a survey of

the damage done (or lack thereof) declared the bridge safe for travel

and permitted it to be re-opened to traffic at 3:18 p.m.

The family of Ms. Frieda Boose has reported that she passed away at UAMS in Little Rock, Arkansas today. She was 45 and had three children. Funeral arrangements are incomplete. We are praying for this family and all bereaved families.

Donald Knapp emailed me the following:

Ray was on his treadmill Sunday morning and his daughter, Leslie, heard him fall. He was transported to Helena Regional Medical Center where he was pronounced dead from a massive heart attack. Ray has three children. Leslie and Amy live in Helena and Forrest, his son, lives in Little Rock. All of the children are adults.

Herman Dixon, Former Elaine Alderman, has passed away

We are saddened to report that Mr. Herman Dixon has passed away. He

died Friday, January 7, 2011, in Elaine, Arkansas during the evening

hours. For many years, Mr. Dixon served on the city council in Elaine,

Arkansas. Brown's Home For Funerals is entrusted with the funeral

arrangements and will announce them later. No cause of death or other

information has been made public at this time. His wife, Nora Dixon,

and entire family are in our prayers.

Obituary -- Lorenzo Valley - 54 of Helena-West Helena

Funeral services for Lorenzo Valley, 54, of Helena-West Helena, will be held 11 a.m. Saturday, Jan. 8 at First Baptist Church. Rev. Dr. Nathaniel Hull will officiate. Visitation is Friday night from 7 to 8:30 p.m. at First Baptist Church. Burial will be 1:30 p.m. Monday at the West Tennessee State Veterans Cemetery in Memphis.

Lorenzo Valley Sr., the great-grandson of the late Andrew and Ida Johnson Valley, the late Leslie and Virginia Wilborn and grandson of the late Charlie and Dellar Wilborn Baker Sr., was born Nov. 20, 1956 to the late Sylvester Valley Sr. and the late Ms. John Dean Neeley in Helena. During his childhood he became known affectionately as "Bay Bay." His maternal aunt Jessie nurtured him.

Lorenzo confessed a hope in Christ at a young age at the Jeremiah M.B. Church in Cleveland, Ohio. In 2008, Lorenzo joined the First Baptist Church of West Helena and was an active member of the church until his death.

Lorenzo was educated in the Cleveland public schools and graduated in the John Adams High School Class of 1974. After high school, Lorenzo attended a technical college in the Cleveland area and later served in the U. S. Air Force until his honorable discharge.

During the years after his military service, "Bay Bay" worked for the U. S. Postal Service and in later days returned home and worked for the City of Helena-West Helena. Early Wednesday morning Dec.29, 2010, while at his home in Helena-West Helena, Bay Bay was called off life's journey and departed this life in exchange for life eternal. Blessed be the name of the Lord!
